Finger Lakes Flooding

T&R Environmental was contacted by NYSDEC under the Standby Response contract to respond to a large-scale flooding event that had affected areas in and around Lodi, NY including Seneca and Cayuga Lakes. Our original task was to mitigate all environmental concerns including leaking fuel oil and propane tanks located on land and in the waterways. As the response began to unfold, we assumed the role as the primary on-land response, remedial, and restoration contractor. T&R Environmental was on-site the first day of the event and we were the last contractor to leave when the project concluded in Spring 2019.

Tasks & Highlights

Complete Project Management of a large-scale emergency response including the mobilization of over 100 pieces of support equipment and personnel in under 48 hours and for the extended duration of over eight months. 

Coordination and set up of several hundred T&R owned roll off containers as strategic points throughout several counties to handle all generated solid waste for local parks and residents. Each roll off was placed at NYSDEC specified locations and were rotated as needed around the clock for throughout the project to ensure residents and business owners were able to properly dispose of flood debris.

Critical Waterway spill protection including the removal of several hundred floating propane, fuel oil tanks, gas cans, and vehicles. This included the set up of over 1000 linear feet of harbor booms at strategic locations to prevent and contain waterway spills.

Coordination of debris and soil load out operations, including transportation, waste profiling and manifesting, and disposal of several thousand tons of C&D and contaminated soil. Over 500 loads were removed to local permitted landfills. Create and compile waste manifest tracking system to account for and provide NYSDEC with accurate disposal data.

Set up of Temporary Segregation area to stockpile soils containing C&D for screening and site re-use of screened soils. Import of over 20,000 tons of clean fill material and topsoil for site grading and restoration.

Subsurface soil/groundwater investigation at performed at multiple locations with company owned Geo-probes. Complete restoration of over 100 acres of Parks, Recreation, Business, and Landowner properties including a vast amount of hydro seeding to protect vulnerable properties from future storm water run off and flooding concerns.

T&R Environmental’s BA waste haul permitted roll off containers and triaxle dump trucks were utilized onsite not only for waste debris removal, but also excessive trees and logs left in residential yards.

Logs and tree debris blocked access to cleanup sites. T&R Environmental assisted NYSDOT and contractors to remove logs from property for restoration work to begin.
